About IMMA

IMMA is the trusted voice of the motorcycle industry in global forums. IMMA advocates the development and harmonisation of technical regulations which affect the motorcycle industry and aim to advance inclusive policies for motorcycling.

IMMA represents the manufacturing and trade industry of mopeds, motorcycles and three-wheelers often also referred to as Powered Two and Three Wheeled Vehicles (PTWs).

IMMA is an accredited NGO to the United Nations and the World Forum for harmonisation of Vehicle Regulations (WP.29), member of United Nations Road Safety Collaboration. IMMA contributes to global standardization bodies (ISO and IEC) and various other international networks as the International Transport Forum, IRTAD and GTB.

Based in Geneva, IMMA is a member-driven organization, providing services to IMMA committees and expert groups addressing vehicle regulations on environmental and safety performance of vehicles, road safety and mobility of PTWs. A range of e-tools are in use to facilitate the sharing of information and communication. IMMA staff are instrumental in aligning Members’ views to reach common positions.

The secretariat consists of a Secretary General, a Technical Manager and a Digital Communication and Administration Officer.

In 2022, the team will be strengthened with an additional Technical Manager.

This position is located in the Finance Section, Financial Resources Management Service (FRMS) at United Nations Office in Geneva. This position involves a variety of tasks which include the maintenance and validation of various operations with respect to fund accounting, resolution of queries from staff and other UN units, and the preparation of financial statements and bank reconciliation statements. The Accountant will report to a Senior Accountant. Responsibilities

Within delegated authority, the Accountant will be responsible for the following duties:

• Analyses accounts and reviews/evaluates regular financial reports. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner.
• Approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Assists, prepares or consolidates financial statements for inclusion in the UN Financial Statements to be audited. Responds to internal/external audit observations. Reviews the financial statements of other entities for which the Controller has certification authority.
• Provides advice and guidance concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions.
• Provides authoritative interpretation of requirements for handling transactions.
• Coordinates and supervises the processing of IOV’s, payroll, government and vendor claims, travel, and billing of government accounts.
• Monitors, analyses, and approves transactions for entry into the accounting system.
• Keeps abreast and provides guidance on the United Nations on billings related to the Enterprise Resources Planning System (Umoja) procedures.
• Defines requirements and works with systems units with respect to the production of relevant financial reports.
• Participates in the development of accounting policies.

Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:

• Manages projects involving feasibility studies, data and systems analysis, design, development and implementation of new, moderately complex systems and Business Intelligence solutions, and/or, participates as a member of a development team with responsibility for

major components of the more complex systems.
• Designs and builds data models/databases, data warehouses and tools to integrate and store data from several sources. Designs and implements ETL processes.
• Creates visualizations and reports for requested projects using different Business Intelligence and reporting tools.
• Develops detailed system and other functional specifications and user documentation for major systems.
• Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.

• Develops and maintains computer programs and applications that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
• Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
• Develops training materials, operating and user manuals; trains staff in assigned systems.

Within delegated authority, the Senior Finance and Budget Officer (Chief, Cost Recovery Unit) will be responsible for the following duties:

BUDGET PREPARATION:
• Plans and co-ordinates review of budget submissions.
• Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements; ensures compliance with the Programme Plan and other legislative mandates.
• Co-ordinates the preparation of budget submissions from managers.
• Reviews, analyses and finalizes programme budget/financial implications in case of additional mandates.
• Provides substantive support and guidance to relevant intergovernmental and expert bodies in their budget review; secures approval from the General Assembly.

BUDGET ADMINISTRATION:
• Manages/issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors expenditures to ensure that they remain within authorized levels.
• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Oversees the review and finalization of budget performance reports; monitors variances between approved budgets and actual expenditures.
• Provides advice and support to relevant intergovernmental and expert bodies in review of budget performance reports; secure approval from the General Assembly.

COST RECOVERY:
• Manages and coordinates cost recovery related processes from end to end, including continuous improvement efforts.
• Leads the update and development of Memoranda of Understanding (MOUs) with client offices.
• Prepares budget instructions, guides cost plan development and analysis and closely works with service providers and management to agree on resource levels and changes to the cost recovery regime.
• Coordinates the annual review and update of rate cards and advises service providers on pricing options and requirements. Ensures updates are properly reflected in the Umoja service catalogue.
• Oversees the billing process and monitoring of variances including workload volumes and outstanding receivables.
• Provides and develops guidance on cost recovery policies and procedures in close collaboration with the Office of the Controller and drives process innovation.
• Ensures the cost recovery regime complies with applicable policies and procedures and that the financial health of cost recovery funded activities is maintained.
• Monitors implementation, and proactively takes corrective action and in close collaboration with concerned parties.
• Analyzes cost plan amendment requests and makes recommendations to management to resolve problems.
• Responds promptly to address client entity concerns and coordinates issue resolution cross-functionally.

Your tasks

Your profile

  • Proven experience in project management and coordinating clinical trials;
  • Two to four years’ experience in planning and conducting clinical trials in line with ICH-GCP, experience of Phase I trials would be an advantage;
  • Up-to-date knowledge of Switzerland’s regulatory environment;
  • A precise, conscientious, and target-driven way of working, a strong sense of responsibility and quality, and excellent social skills;
